My Windows 10 machine stopped allowing me to install/upgrade software (e.g. Java, iTunes, etc.). It won't even allow me to uninstall applications (e.g. Adobe products). One of the errors I get says there's another installer running; when I check Task Manager I can see the Windows installer and Windows installer (32 bit) processes running. I've tried to 'end task' each of these but they restart after 30 seconds or so.

This happens after a restart too. Same goes for when I kill the msiserver service.
